Good luck caasen. I believe that someone with your area of expertise could potentially bring a lot to the table...not only are you a citizen, but your decent understanding of the permitting process and your assumed ability to understand a set of plans could be very beneficial, especially if you are able to discuss them, and all the surrounding issues, in a way that the citizens of your community can understand. But beware, as you are entering the world of politics, and on the local political seen many of the issues that you deal with are related to development. As an engineer, I am sure you are pro-development, as without it you would not have any work, so you just need to tread lightly, as know matter how well you handle yourself, people will read into it what they believe may be your motivation for commenting or voting on the issues at hand.
