I would have to agree with you. I have trained my service area managers on how to interview and have taught then my process. Although they make the final decision on the hire, I play an integral part in helping them with that decision. I am able to ask them questions and play the devil's advocate. I first started out in third party recruiting and then went to HR. The managers in your company need to know that you are the "recruiting expert." You have to build credibility with each one. Bonuses are nice, but I also like being respected for what they hired me to do. Sometimes that pat on the back or verbal recognition is just as nice as the bonus.
