The CivilEngineeringCentral.com LI Group has a lot of corporate recruiting and HR Professionals as members.  I am wondering if there is a market out there for contract recruiting assigments?  Or is contingency still the norm for Third Party Recruiters?

I think your question carries two answers.

First, the difference between contract recruiting (I-9) and corporate recruiting (W-2).  Contract recruiting has its own definition as does corporate recruiting.

Second, you mentioned TPR and contingency or the the type of recruiting an agency does.  Contingency or retained fee type.  That's not to mention the fact that the TPR can include (on its payroll) the contract recruiter.  As an agency recruiter your firm decides whether you will be doing contingency or retained fee. 

As an individual you can decide whether you want to be a contract recruiter at a corporate entity or a W-2 type recruiter.  Each has its own pros and cons that we won't go into here.  Just my .02.

When I think of contract recruiting I think of 1099, and there should be a decent market for that in the civil engineering market.  Some companies have exploded in certain areas like highway engineering or water/wastewater engineering where paying a contract recruiter on an hourly basis for a certain period of time (i.e. 3-6 months) can be very beneficial.  A contract recruiter who hits the phone hard for one client can generate many quality candidates without having to be paid  the fee of a contingency recruiter.  This process builds up your own corporate database and it allows you to really spread the word and enhance your branding by having a dedicated recruiter banging on the phones and qualifying candidates, nothing else.  You incur the expense of the hourly rate but have no insurance to pay...it's quite a nice idea and can really work out great.

I have seen a MAJOR increase in contract recruiting with my team.  My recruiting staff receives 2-3 month contracts; hourly rates range from $85 - $150 per hour.  Rates are set depending on number of searches the recruiter is asked to work on and how involved our clients want us to be in the process. It is a good situation for everyone.
