In response to your LINKEDIN group discussion, IF a specific consulting firm(s) are lowering their billable rates, I wonder if they were gouging their clients in better times?

Talked to one firm who knows a firm that has lowered their rates and that is exactly what they said.  The firm is question has lowered their rates, now, to be in line with the other civil engineering firms in the area. 

Wonder how difficult it will be to raise their rates when times pick up?!
